After many years of promises concerning moving PERM labor certification filing from the original Permanent Online System, used to submit applications since the advent of the PERM system in 2005 (www.plc.doleta.gov),  the US Department of Labor is finally moving towards making PERM filing available in the newer and more modern FLAG online system (https://flag.dol.gov).

The FLAG system fully replaced the earlier iCert system for Prevailing Wage Determination Requests in June of 2019, but has not until now been capable of handling the entire PERM process.

The system opened for preparation of PERM applications on April 24, 2023, but will not begin accepting submissions until May 16, 2023.
