No. USCIS publishes specific instructions on where cases should be filed, depending upon the type of case and the location of either the petitioner’s residence (family-based cases) or location of the job (employment-based cases). Filing to the wrong location will result in, at best, transfer to the correct office, and at worst rejection of the filing with a potential to cause significant problems in the even a deadline is approaching. Any effort to save time by choosing a favorable location will likely result in wasted time overall.
