After considerable initial confusion, the White House has issued a memo to the Department of Homeland Security indicating that the travel ban will not be applied to US Permanent Residents/Green Card” holders) even if they are citizens of one of the seven banned countries. This contradicts the original language of the Executive Order, saying that permanent residents would be subject to the ban although they could receive waivers for admission.
The memo confirms White House chief of staff Reince Priebus’ public statements on Sunday talk shows, which had no legal effect but directly contradicted the original Executive Order.
